The Problem

A grant consulting organization needed researchers who could evaluate health-focused nonprofit applications against complex federal scoring rubrics. The challenge was domain-specific: federal health grants like HRSA's Healthy Start Initiative use multi-layered evaluation criteria spanning community need, programmatic response, evaluative measures, organizational impact, and budget justification. Each criterion carries a different weight, and reviewers must distinguish between what the applicant claims and what the evidence supports.

Claiming "research experience" wouldn't demonstrate the specific skill required. The only credible proof is a working example — a complete assessment that applies the actual rubric to a real organization, with every finding verifiable.

The Approach

We selected a real organization and a real federal grant program, then built a retrospective readiness assessment using only publicly available information — the same constraint any independent evaluator works under before seeing a formal application.

  1. Program Research. Compiled the full HRSA Healthy Start Initiative documentation — the Notice of Funding Opportunity (NOFO), scoring rubrics, reporting requirements, and program priorities — into a structured research base. This gave us the exact evaluation framework federal reviewers use.
  2. Organization Selection. Identified the Center for Black Women's Wellness (CBWW) in Atlanta — a 501(c)(3) with a 30+ year track record in maternal and infant health — whose public footprint was rich enough to support a substantive assessment against all six scoring criteria.
  3. Dual Research Compilation. Built two independent research bases: one covering the grant program's requirements and evaluation standards, and one covering the organization's capabilities, service history, and community context. Keeping these separate prevents rubric interpretation from contaminating evidence assessment.
  4. Structured Scoring. Evaluated the organization against all six NOFO criteria with evidence-backed findings and explicit notes on information gaps — treating missing data as a finding, not a failure.
  5. Verification Architecture. Built a citation system where every factual claim links to its original source passage — readers can verify any assertion in two clicks.

Key design decision: The assessment uses a dual-research architecture — program rubric sources and organizational evidence sources are compiled, indexed, and queried independently. This prevents a common evaluation error where familiarity with the organization biases interpretation of the rubric, or where rubric language biases what evidence gets noticed. Federal grant review panels use separated roles for the same reason.

The Outcome

The completed assessment includes a visual scoring dashboard, criterion-by-criterion analysis across all six NOFO sections, reviewer-style notes flagging both strengths and information gaps, and a cross-program comparison showing how CBWW's profile maps to different federal health funding opportunities.
